Licensing and CSLB matters. Grounds for discipline under Business and Professions Code sections 7107, 7109 and 7110, responding to a complaint within the section 7091 windows, suspension and revocation consequences, and the section 7031 payment bar that follows any lapse in licensure.
Payment and collections. Mechanics liens, stop payment notices, and payment bond claims under the Civil Code sections 8000 through 9566 scheme, and the preliminary notice deadlines that all three remedies depend on.
Construction defect defense. Right to Repair Act matters, including the prelitigation notice-and-repair process at Civil Code sections 910 through 938, and common-law defect claims where the Act does not apply.
Contractor liability in real estate transactions. Exposure that surfaces when work performed years earlier is discovered during a sale.
He does not handle criminal defense, personal injury, immigration, family law, or workers’ compensation. Matters outside the firm’s service lines are said to be outside them on the first call rather than taken.
Elliott’s first career was in technology infrastructure. He served as Director of Datacenter Operations at eBay, worked at HP, Compaq, and Tandem Computers, consulted for Lockheed Martin, and co-founded two technology startups. He holds a master’s in business administration and a master’s in international finance alongside his law degree.
The relevance to contractor work is narrow but real: operating agreements, vendor contracts, scope documents, and the paperwork that governs who owes what were part of his working life before they were part of his practice. Construction disputes are usually decided by documents that already exist.

Sooner than most expect. Civil Code section 913 allows 14 days to acknowledge a Right to Repair Act claim notice, section 8204 allows 20 days for preliminary notice, section 8414 requires a subcontractor to record a lien before the earlier of 90 days after completion or 30 days after a recorded notice of completion, and section 8460 allows 90 days after recording to enforce a lien.
